2000 Server Lockdown

Im using IP Security Policy as a internet firewall for its ICS connection.
Cay anybody tell me where i can find a utility that will open all the
default ports needed to run basic server configuration?
 
No ports need to be open to run basic server.
You need to detail what services you want exposed, then for
each determine the protocols/ports used, then define the IPsec
rules to support what you have detailed/determined.
