There's no supported method of "downgrading"

If you have a dualboot Windows 98/Windows 2000, you may be able remove the
Windows 2000 directory and change your bootsector by running sys against
your partition.

If the writer has an older PC with limited memory and harddrive, it may be
happier with Win98.

Jim, you would be better off biting the bullet and reformatting before
loading on Win98. Use a win98 boot disk (www.bootdisk.com) to start your
reformat.

Be aware that if you have USB ports on your PC, you will need Win98 Second
Edition but you will know that if you had 98 on the PC before.
