2 password policy

I've been unsuccesfully trying to get 2 password policies
in a domain, is there any way to do it?

I've tried playing with the acl's as well....no luck

However, there can be only one password policy per domain. Unless I am missing something....

Each domain can have its own password policy, and only one
to a domain.
