1904 error on dll files when installing Arcgis software on XP

Greetings,
I cannot install my teacher's version of Arcgis 9.0 onto a new Dell laptop
running XP Professional because of 1904 errors. These errors alls say "1904"
and look like this:

"Won’t install 3DSymbolsUl.dll ...[or GPTinFunctions.dll or
SceneExportVl.dll, etc]"...and end with this:
"...HRESULT-2147023898"

I tried the workarounds at:

....but they have still not allowed installation

Specifically I:
1) Located and changed the boot.ini in the System applet, by clicking on the
Edit button, and then changed the string "/NoExecute=OptIn" to
"/NoExecute=AlwaysOff"

2) I also disabled the "XD" or Execution Disabling Bit in my computer's
CMOS/BIOS as per the above technical note re Intel processors.

So: I am still getting 1904 errors, and I presume there are other XP users
who must be in my boat, when trying to install Arcgis or other software--so
one would think this is a problem worth solving. I'll continue looking on the
web, however I would appreciate it if you or a technically-savvy person might
have any further suggestions on this. I suspect the problem is somewhere in
Windows XP, so perhaps it might even involve uninstalling Windows XP service
Pack 2?? Please help! Thanks
