You may have a problem with the RID master FSMO role. Verify which server
holds this role and check that it can be contacted.

Run this command on one your DC's and check for any discrepancy in the
output

dcdiag /test:knowsofroleholders /v

Make sure that the RID Master server is up and running.

Upgrading to SP4 is a good idea although it may not necessarily help with
this specific issue, although you never can tell.
