16 bit Windows subsystem error.

I run the National Bank Online program - it was OK on
Win98. Then I recently upgraded W98 to W2000 without a
problem, all programs run under W98 is now OK under W2000
except the National Bank Online program - When I run this
program the error pop up as:

"16 bit Windows Subsystem
The NTVDM CPU has encountered an illigal instruction
CS: 0208 IP:0115 OP:0f 00 00 00 00. Choose Close to
terminate the application"

Reinstall the program , the same problem is still there.

Copy this program to another W2000 machine, it worked OK.

Please help, I need this program to pay staff.
