16 bit subsystem problems

I just recently started having problems running 16 bit stuff under XP Home.
Clicking on the icon or accessing the exe file directly results in nothing
at all happening.

When I reboot in these cases, I get a warning that wowexec.exe is holding up
the reboot. A search on Google reveals that this file is related to the 16
bit subsystem.

If I clear the alert and reboot, things work normally again for a while, but
the problem eventually returns.

The situation is more of an annoyance than a real problem, but I'd still
like to fix it if I can.

Any suggestions, anyone?

Error Message: MS-DOS or 16-bit Windows-based program

This installaton program will reinstall the missing or corrupt Windows XP
system files command.com, autoexec.nt and config.nt. The absence or
corruption of one or more of these files causes a "16 Bit Subsystem" error.
