16-bit applications and Virtual Device Drivers in W2K

I have the need to run an old version of MSVC that is a 16-bit application. This requires two Virtual Device Drivers (MMD.386 and DOSXNT.386) that must be specified in the SYSTEM.INI file. Despite having them both in there, the application still complains that they were not loaded.

Strangely, when I first added them, I believe they seemed to work (before adding anything, I tried to run the application to get the error as it would tell me the entry needed -- after getting the first error for MMD.386, I added its entry and ran it again to find it gave me the error about the other).

All my searches on the subject suggest that VDDs cannot be loaded in W2K. Is this true, or is there some way around it. If they simply cannot be loaded, does anyone know of a way to "trick" the application into believeing they are there?
