128 cipher

I'm totally lost as to how to go from o cipher to 128 in
IE 6.o. I have windows 98 and tried the microsoft website
fix but I don't have the schannel.dill or the Rsadase.dll
file either

How To Restore 128 bit:
Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1
