0xC00D116A: Cannot play DVD video

I recently upgraded two computers in my home. On
ThinkPad from 98 to XP Pro and one gateway from ME to XP
home. Both use to play DVDs but now neither does and I
get the same error message on each. 0xC00D116A: Cannot
play DVD video.

Help is needed. I have tried everything I can think of
including reloading windows, drivers for both the DVDs
and monitors and adding new Codec.
