0x800ccc0f - I cannot send emails, but I was fine before yesterday

I have been using outlook as my mail manager with yahoo for at least 6 months
(That's about how old my computer is) with no problems. About 2 months ago
I downloaded the new version of Norton Internet Security in response to a
message that my old one was about to expire. I have been working just fine
as far as Outlook goes, until yesterday. Yesterday I was doing something
unrelated to outlook that caused me to need a pop up to come up. I
deactivated Norton for a few minutes. Then I reactivated it and tried to
send an email and it would not go. Neither would any other. My message was
0x800cccf. I am receiving emails just fine. After reading some discussion
group posts I was alerted to the possibility that Norton might have something
to do with it. I de-activated it again and tried sending the email, but it
did not go. Any ideas?

Your first action should be to call Symantec.
