0x80080296 Validation/ActiveX Error

I have tried to validate WinXP Pro on 3 PC's by using MS Update. They do
their searches, then go to the validation page. It says it needs the ActiveX
control installed and gives the instructions on what to do with the popup bar
that should appear inthe browser. This never happens, so there is an option
to use the alternate method. When I do this, I use 'Run' to run the
legitcheck.hta file and all 3 PC's come back with this error

"Validation not completed: ActiveX Error"

It has some other dialogue about WGA needs admin rights to run and that it
can't communicate with the MS Servers, and gives this error number -
0x80080296.

These are all valid MSDN copies of WinXP Pro. We have a mulitple Universal
subscription license that activated on all 3 PC's correctly. All PC accounts
have local admin rights, and there are no spyware, adware, or popup blocker
programs running. I have spent 2 days working on this in some form or
another on one PC, and on and off for several months on the other 2.

I am very frustrated and I've Googled it, I've spent time on the MS Forums
and KB, Newsgroups, and still no positive outcome.

Can anyone help?

No go. I went through the entire article and tried all 6 methods with no
positive results on any of the PC's with this issue. This is FRUSTRATING!!!

I say we go right at the problem area. Open IE, tools, options, general tab.
web browsing area, settings button, when open, view objects button.
Here you may see "Update class" and "WWebControl class". I would first try
to rightclick, and "Update" and if no help, I would delete them both, and go
to the Windows Update site to get a new copy automatically.

If no help, the Options, Security tab, Internet, "Custom Level" button may
have some radio button checked to 'disable' activeX.
