0x0000007b HD inaccessible error

I have a WIN2K server that I need upgrade from a PII to a
PIIII.

If I clone the HD and reboot in a newer PC I get the error
noted in subject. I am convinced that the problem is
related to the HD Controller being different than the
original.

I just cannot find the fix anywhere. I have tried to
REPAIR but that doesn't solve the problem. I believe the
problem lies in the Registry where I tries it load the
Controller Driver.

The machine boots, then dies, so I know WIN2K is trying to
load. Cannot get into Safemode either. If I could edit the
registry entry so I can load WIN2k at least to SAFEMODE, I
can do anything else.

Anybody smart enough to give me fix?

I just did this yesterday upgrading from a PII to a PIV in
windows 2000 Professional, I booted into safe mode on the
cloned drive, on the new system, deleted all the devices I
could in device manager, then booted the 2000 cd rom after
restarting. I went through the first few screens like I
was going to do a clean install, adding a device driver if
necessary from floppy if you have any special controllers
to deal with. The when it says it found an existing
partition, I did the in place upgrade Microsoft Knowledge
Base Article - 292175. Anyway then I loaded device drivers
for the new hardware etc. As they say it takes as long as
doing a clean install but you keep all the software and
user settings.
