Is there a way to mess with the Zoom of a form based on screen resolution? So
that it could go down to 85% for example if the resolution is lower?

There are third-party form scaling solutions available that might
help:

A shareware version of a form rescaling module I wrote called
ShrinkerStretcher is available at this web site:
