Your opinion...motherboard problem.

Hey all, I have a system that I'm trying to fix for a friend. I think
there's a motherboard problem but I want to run this by you all and get a
second opinion.

The board is a Gigabyte GA-K8NS socket 754 with a 3200 Athlon 64.

Symtoms..system powers up with no POST, no beeps. I've unplugged all drives
from the board with no change. So usually in this case my next step is to
unplug the CPU fan and see if the heatsink gets hot to see if the CPU is
coming on.

Well, the CPU heatsink stays cold. BUT the chipset heatsink (northbridge?
southbridge?? the heatsink with the Gigabyte logo on it) gets extremely hot
within a minute. After about 3 minutes I could not touch it.

So, fried motherboard I'm thinking? Opinions? He said the PC just turned
itself off when he plugged his camera into the front USB, so I'm thinking
maybe static?

I'd check the PSU voltages first, or just try another PSU.

Already tried that, same thing. Chipset gets scorching hot in a few minutes
still.
