You don't have the necessary permissions

Using Access 2002,

I'm the creator of the database, using a front-end, and a back-end MDB's. I
secured both files. And I placed the MDW file on the server for everyone to
attach to. Everything works fine when using the server MDW.

The moment I copy the MDW file locally and attach myself to it, I get "You
don't have the necessary permissions..." message. I created the database!
When I go into the security permissions, I have all permissions checked.

But when I used the server's MDW file, it works fine. Both MDW files are
identical. All I did was copy it from the server to my local PC.

What could it be?

Sounds like you aren't joined to the mdw you think you are.

How are you opening the database - via a shortcut? That is the preferred
method; then you don't have to continually be changing the default workgroup
file.

The shortcut would have the following in the target:
"path to msaccess.exe" "path to mdb" /wrkgrp "path to mdw"

Yes, I joined the proper MDW file using both a shortcut and also the wizard
to verify it.
