You do not have access to log onto this server

I have a windows 2000 terminal server and I can't seem to
find where you would allow regular users to log into it.
Only Administrators are allowed to log into it. When
regular users attempt to log in, they get the following
promt:

the desktop you are trying to log onto is only avaliable
to administrator.......you do not have access to log onto
this session.

Now what I have done is gone into the Terminal server
configuration and given my users permission to the RDP-TCP
connection and stil doesn't work. I also have Citrix
installed on this server and I am not sure if this problem
was occuring before or after the install of citrix.

As a side note, we're still in an NT 4.0 domain. Don't
know if that makes a differance or not.

Don't know. In Windows 2000 server you have to allow the users to log on
locally to avoid that error, maybe there's a similar solution in NT4?
