I believe tips are a function of Windows, not Outlook, but you'll have to be
more precise in describing what you see to determine if that's what you're
viewing.
I wish I could post a screenshot, in the pane where I see all my incomming
emails I put the cursor over any email without clicking and a yellowish box
pops up and displays the email content, that is what I want to disable
