Do you know if I have to have Yahoo Plus Mail in order to send and receive
in Windows Mail? I don't have Plus Mail; just regular yahoo mail and I
can't seem to configure it. I am guessing this is the reason why.

Your guess is correct. The free US-based Yahoo accounts have
web browser access only.

For those technically inclined, you can try the free YPOPs program
which converts between Yahoo webmail and a POP email client:
