[XPOSTED] Windows hang for a wahile on system sound

My computer plays a sound (notification) on several events in my
computer such as MSN Incomming message, MSN Incomming mail, Navigation
tick, Recycle Bin Emptied, etc.

My problem is that, those sound seems to take a while before been
played, my computer likely hang for a short while (up to 3-4 seconds)
before playing these sounds.

I thought i might be caused by Norton but WAV files aren't part of the
list of "scanned" extensions, and bloodhound (or something like that)
is not enabled.

Even with a fresh defragmented HD (well defragmented) the problem
occurs.

it should be a DDE problem, but i need help to get rid of it.
(Other than Reinstall)

Can someone help me?

I'm not a GURU nor an EXPERT or something like that.
I'm just a passionnate programmer.
