XPHE shut down problem

I'm running XPHE. 1024 MB SDRAM Athlon XP 2000+

When I shut down, it restarts. When I then shut down
right away, then it shuts down. It'll restart itself if I
don't then shut it off w/ the hard switch. Other than
that it runs great.

I reformatted the hard drive & even only running Windows
XPHE, it still did the same thing without all my
additional software.

Help needed to prevent such annoyance & whatever else may
be going on that this may be a symptom of.
