XPE troubles with Time Service NTP

Hello,
This is a SOS mail: we're in a nasty mess with XPE optimization work.

Let me describe our situation.

We are optimizing the footprint size of our XPE images for Windows like
Terminals.Thus, we suppress some components and we reached a smaller
footprint size (from 175 MB we decreased size down to 104 MB)

The issue is we have troubles with Time Service NTP.

Our Time Service is parameterized to poll an external time provider
every 16 seconds.
The behaviour is ok when running the large image (with all
dependencies!)

The behaviour is weird in the small image:
- all registry are consistent
- the service starts
- the service send some few synch requests (4 or 5)
- and then nothing :
o no more trace on network (tcpdump shows nothing)
o activating w32tm log shows nothing ; the log only stops...
- if we stop and start the service a new request is done and
then nothing once again...

we played with w32tm.exe without success: for me this is only a tool
for parametrisation!

It's a real piety, isn't it?
