XPe FP2007

We have XPe SP 2. Would like to upgrade to FP2007. Where to download it? From
Microsoft download center, there is only the evaluation download:

If you have signed a license agreement, then you should access the ECE
website and download FP2007 from there. Otherwise the eval version will
work.

I have a Partners/Username access to the ECE. I can't find any download of
FP2007. Do I need a different level access using embedded tool license?

Will the evaluation version of FP2007 work to create an image for commercial
product? It doesn't say anything about the expiration date.
