XP won't allow Spam Prog to dial up ISP

I have a Spam program that works great on 98SE by dialing up my ISP and
then checks for SPAM.

That same program works great on XP if I am on line, but if I'm not on
line it will not dial my ISP like it does in 98SE.

Any ideas what I have to set in XP so it will dial up?

Any help would be appreciated.

G-Lock SpamCombat does this, also SpamBuster.

Both react the same. I have been using SpamBuster for about 4 years and
SpamCombat about a month since I got new computer with XP.

I would have thought the dial up options were contained within the
SpamCombat app
You might also check yr Internet Options.
Do you have a Firewall installed which is preventing access?

I do have ZoneAlarm but that was on both 98SE & XP and tried without it,
same thing.

Both programs have setup for POP3 with everything needed to connect on
clicking the Start Button on the programs.

Got to be something in XP or Outlook Express that needs to be set. By
the way 98SE has all the latest updates for both 98SE and Outlook Express.
Both computers have Outlook Express set up the same.

I have ruled out the programs because they both react the same.
