XP will not boot with external USB drive connected

I have a Dell 2350 with XP Home/SP1 and the latest
drivers and BIOS from Dell with the latest OS patches
from MS. I have an IBM Travel Star 12GB HDD in an
external USB case from Acortech. Ok, hope that is a clear
description. I can connect this drive to other computers
and boot without problem.

If I boot the pc (Dell 2350) with the USB drive connected
I get STOP code 0x0000007E it also says there is an error
with BPUSBDRV.sys and I have to shut it down. If I boot
without the drive connected it boots fine and I can
connect the drive after boot up and it is recognized by
WINXP and I can use it without any problems.

Any advise on how to get the PC to boot with the drive
attached?

Question. Why do you need it connected at bootup? If it
is recognized after boot then I don't see a problem.

Well I guess not having it connected is a work around,
but if there is a fix I would like to have it connected
instead of disconnecting each time I shutdown or restart
my pc. I don't see why it shouldn't work so I wanted to
see if someone knew of a fix.
