XP Upgrade compatibility

I did an XP Home Upgrade installation from 98SE recently.
The other day I bought a PCI card to add USB2 capability to my
computer.
To make a long story short I could not the thing to work!
Thinking the card defective I brought it back to Fry's for
replacement, where tyhey told me that the XP upgrade ws the culprit,
not the card. My impression was that an upgrade was equal to a full
installation but they say NO.
Has anyone else had similar problems and are there any solutions short
of full installation?

You need SP1 for the USB 2 support.
