XP Taskbar Quick Launch and shortcuts

Does anyone know how to enable the quick launch taskbar in XP and add a
shortcut from within group policy? We have locked down PCs that we would
like to enable the quick launch in the taskbar and add some common
application shortcuts. Is there another way to do this?
