XP Taskbar icons don't all appear

Hide/Show inactive icons -- isn't the problem. I think it
has to do with boot times -- XP seems to skip important
taskbar items during boot up and fails to display their
icons in the taskbar. It doesn't show volume control,
Norton Internet Security, or others. It does sometimes
show Internet/Network connections and sometimes not. Is
there a fix for this?

I've seen this before, and Nortons Internet Security was the cause.

Try uninstalling NIS and see if there is any imporvement (uninstall rather
than simply disabling it as it has depenent services that can cause further
issues)

also test to see if this happens in all user profiles, or just one

If SP2 does not provide a fix then I fear there is none. When you don't see
the icon that does not necessarily mean the program does not run. I
experienced usually all of them are started and run in the background, its
only the icons that don't load.
You can recover some icons when you start the "missing" applications
manually again. For some other icons you will have to kill the process in the
Taskmanager and then restart it manually.
