XP Taskbar became 'Read-only' ?!?

Recently my taskbar forgets any changes I make to it, esp. when I re-
order the icons on my Quicklaunch toolbar or if I add another toolbar,
when I reboot (no matter how I logoff or shutdown) the toolbars are
back to the way they were before I made the changes. If I added a
toolbar before the reboot, it is no longer there after the reboot.

How can I make the taskbar remember these changes when I shutdown ?

BTW, I created another user account, and the new account has no
problem with making changes to the taskbar format / order of
quicklaunch. it's just my original taskbar that is somehow 'read
only', eg the registry won't remember any modifications to the task
bar.

Do you unlock it to make the changes, then re-lock it after? Right click on it to see
the unlock settings.

Neither way (locking or not locking) works. There is a registry
problem I think.
