XP sp2 /Outlook 2000 security problem

I just installed xp SP-2 and can no longer open .exe
attachments with Outlook 2000. I tried to change every
security thing I can find, but nothing helps. It won't let
me lower the security level.

This has nothing to do with Service Pack 2 for Windows XP. Service Pack 3
for Office 2000 has this security update which was also available as a
separate update.

This problem only started yesterday after i installed SP2 -
prior to that I had no problem. Whe I go to make the
security adjustment from Medium to MediumLow, I get an
error message telling me that this is dangerous and to
select something higher and will not let me change it.

I hate to have to change the registry every time I get an
attachment.
