XP Recycle Bin Problem

I am having a problem with my XP recycle bin. My recycle bin always
displays the full icon and if I try to empty the contents it always
says "Are you sure you want to delete these 5 items". I say yes, but
the bin never shows empty. Also if I delete something, it is like it
gets instantly deleted, because if I explore the recycle bin there is
nothing in there.

I have verified under recyle bin properties that I do not have the "Do
not move files to the Recycle Bin, Remove files imediately when
deleted" checked. Also I have tried several registry fixes from
http://www.kellys-korner-xp.co­m to restore the recycle bin with no
luck.

My drives are formatted as NTFS, and I looked in C:\RECYCLER, and there
is nothing in that folder, and nothing ever goes into that folder if I
delete something.

This problem was first noticable when I uninstalled Norton Utilities
2004. I tried re-installing it, but that did not fix the problem.

Set the size of the Bin to "0" and then logoff. Logon as the
Administrator in the Safe Mode and delete all RECYCLER folders on all
drives.
