XP Pro Start Menu, Task Bar and all icons have Disappeared

I have got a relatively new install of Win XP Pro on my machine at
work. I have 3 partitions on the drive. It was all workin fine but
after using it a few times and rebooting my task bar, icons and start
menu no longer appear. It is the same on my work domain account and
the local admin account.

Here's the weird bit, if i bring up the task manager and start a new
instance of explorer.exe it opens My Documents in Windows Explorer...

WHATS GOIN ON????!!!!!!?????
