XP Pro Refuses To Start

I am having a real problem.
after re-boot windows black screen appears with the moving blue bars, then
will only load to a solid blue screen with a windows
message;
' The system is not fully installed Please run set up agian.' I click ok and
reboot starts agian. The same thing happens if I reboot during safe mode.
I have tried to reboot from the Instalation CD, agian the same thing
happens. I can hear it running yet see nothing. I have tried turning off the
auto restart and still the same pesty blue screen with same message appears.
Is there any help for me?

You wouldnt be rebooting to xp even though the xp cd install cd is running,
you need to "boot to" the xp cd,sometimes you need to adjust the BIOS for
this (1st boot priority,or similiar),then set hd as 2nd device.....
