XP pro not being pinged

I use XPpro. I establish a phone net with an other PC. When I call we get to continuous IP addresses (169.254.55.1/2). When I am called we get two different addresses (169.254.x1/x2.y1/y2). In both cases I can ping my self and the other PC (with their IPs or names) but I cannot be pinged. I have tested this both with other XPpro and ME. The problem appears even within my Internet connection (for example I can open the google.com but I can't use it).

A firewall on your computer is probably preventing the other computer
from pinging you.
