XP Pro Administrator - I dont get it

Hi,

just installed XP Pro for the first time on my notebook.
Apologies for what might appear to be elementary
questions.

I added some user accounts during installation.

Please tell me:

Why do I not see the administrator user account at log on?

How do I log on to administrator?

Why is it that all users can change their privileges to
administrator level? Isnt that what the administrator
should be setting?

Because I can't logon to administrator I can't see files
protected in other user accounts. I would have thought
this would be possible.

After you create your first user account in XP Pro, the Administrator
disappears from the Welcome screen. To access the Administrator account,
press CTRL-ALT-DEL twice at the Welcome Screen, with no other users logged
on. Enter Administrator and whatever password you may have assigned to the
Administrator account.

A limited user should not be able to elevate their privileges to
Administrator, with out some serious effort. Are you running FAT32 for your
files system?

If needed, any Administrator, by default, can "take ownership" of files and
folders in XP Pro. See Help and Support and search for "take ownership"

And last but not least, to make the Admin account show up on the Welcome
