XP Outlook 2003 config anomoly

Upon attempting Outlook 2003 setup, a small info window comes up indicating
'Configuring Outlook', with 'Migrating Account Setting' highlited. I cannot
'connect', so upon selecting 'Work offline', the msg 'Unable to open your
default e-mail folders. Your profile is not configured.' is returned. The
only option is 'OK'; which returns to this loop. How can I reconfigure this
Outlook ID???
