XP not accessing Microsoft Installer

I'm trying to install the software for Microsoft's
Wireless Optical Desktop Elite, and the following message
appears;
"The Windows Installer Service could not be accessed.
This can occur if you are running Windows in safe
mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance."

I'm not in safe mode. What do I do? Help. Please

Hi Mark,

Go to Start/Run and type in:
msiexec /unregister [click ok]

Then Start/Run and type in:
msiexec /regserver [click ok]

Go to Start/Run and type in: regsvr32 wintrust.dll
