aside from plugging these two computers together what have you done to try
to enable file sharing? Have you shared a drive or folder on one PC?

i have shared a folder on each computer and completed the
computer setup wizard. whenever i try to view the
workgroup it says that i do not have permissions even
though both computers are on administrator accounts. do i
have 2 use an i.p address on a computer? if so which one?

both PCs must have the following

1- similar protocols (e.g. TCPIP)
2 - if using TCPIP they both need valid IP addresses from a DHCP server
3 - the workgroups must be the same name
4 - you must have the same ID / password on both machines

if that fails let us know.

What do you mean they must have the same ID/Password?
Should that be the logon name when the system boots up or
is there a place to modify that?

Did you disable any firewalls you have, including XP's built-in firewall?

Kinda stumped me as well, so I took out the sand-box, and it's true I
attempted to read shares created with a specific account on my xp pro
box and was denied until I gave it permissions from the guest account
locally

Yes the guest account stuff (aka. simple file sharing) is broken, just
explicately add a common set of user name/password on each PC and you won't
have an issue. Additionally it is more secure than enabling the guest
access.
