XP Home Edition never shutdown when powered from UPS only during power failure

Cannot shut down windows XP Home Edition normally when powered from UPS only, during power failure, except that the monitor would remain off for few seconds only. At that moment either quickly switch off by pressing the switch on the CPU, otherwise the computer will restart itself and will never shut down. Will someone please advise how to fix this problem. Want to know also if others find this same problem when trying to shut down during power failure. Thank you.
