XP Home connects through dialup but unable to browse web

It started after installing SP2. It connects through dial up connection fine
but than cannot get it to browse the web. I thought that maybe the problem
was with the ISP. When I ping the DNS server it times out which would make
sense why it would not be able to browse the web. I did notice one strange
thing. The name for the DNS server is a bunch of strange characters. Would
that make a difference?

sounds like DNS issue. posting the result of ipconfig /all here may help.
