XP Home and Ghost 2003: user logons missing

I have an XP Home system on a 30GB drive, SP2 not installed. I am attempting
to replace the drive with an 80GB drive. I have Norton SystemWorks 2003 w/
Ghost. When I clone the old HD to the new HD there are no error reports.
However, when I swap the drives and boot from the new it gets to the screen
with the Windows XP logo but there are no user logon options. Everything
looks normal accept for the missing user logons. Nothing happens at this
point. The system is totally unresponsive. Safe mode is the same. Anyone
got any advice?

Thank you.

How did you clone the drive ?

Did you create a Ghost Boot Disk then boot off this disk with the 30GB as drive "C:" and the
80GB as drive "D:" then remove the 30GB drive and make the 80GB drive the "C:" drive ?

Yes. I tried it the way you described and I also tried doing a direct
partition to partition clone. Both had same results.
