XP Hibernation

I have this PC that does not support hibernation and sleep. But it was makes
a hidden hibernation. Is this by design?

Regardless if you system supports Hibernate, if you have Enable Hibernation
checked under Power Options | Hibernate, Windows XP will create the file.

When I run powercfg.cpl, Hilbernation tab is not showing up, so I cannot
disable or enable hibernation.
