XP has no MS Services Running Help Please

Hello all. I'm new here. But I have a pc running XP Pro SP3. McAfee AV found
a virus DFInjectC and when it tried to clean it things got messed up. I have
no Microsoft services running. No Plug and Play, no RPC, nothing. So my
Device manager is blank, I can't reinstall SP3. I can't uninstall programs.
Can't defrag. And I can't figure out how to get the MS services to start. I
see MS had a fix for registry problems caused by SP3 KB953979 but that didn't
help. Can anyone tell me how to start the MS services like Plug and Play. I
tried running services.exe but nothing happened.

Is the Services windows blank as well?
If not you should be able to start Plug N Play and updates services here.
MMC snap in named services, or under computer management > Services and
Applications.
Have you tried last know good or a restore point?
