XP HAL source code

Hi,
In an article (Hard Real-Time with Venturcom RTX on Windows XP Embedded) it
is mentioned that:

"The HAL is the one piece of the Microsoft Windows XP system whose source is
available for modification and extension."

Is this true, and does anyone know where to find this source? Is a license
agreement needed to get it, or is it freely available?
