XP Freezes While Loading

After starting my computer recently, Windows XP is getting stuck on the logo
screen where the bar under the logo usually moves to show it is doing
something. After a couple minutes, the bar stops moving and the screen is
essentially frozen. When I reboot, sometimes I get the option to go into
safe mode and sometimes it goes right back to the logo screen and freezes
again. I've been able to get into Windows via the safe mode, but I'm not
sure what to do once I get there to fix the problem of not getting into
Windows normally.

The only thing I can think of that was different yesterday morning is that
the computer did not close cleanly due to an error with my MSN and we had a
storm that night. My neighbor claims he had a power surge during the storm
and had to restart his server for it to work correctly. I'm not sure if this
is part of my problem or not.

Any help would be appreciated!

No, I have not tried a System Restore. Could you please explain exactly
what that entails? I'm a bit green about these things.

System restore is a disaster recovery feature in Microsoft Windows Me
and XP. This feature allows the user to revert crucial operating system
files back to a previous recorded state (known as a 'restore point').
System Restore removes system changes that were made since the last
time you remember your computer working correctly. System Restore does
not affect your personal data files (only files with certain executable
extensions are restored and the all the "My Documents"(s) folders are
untouched) so you won't lose changes made to these files.

To access system restore from safe mode, go to
start->programs->accessories->system tools->system restore
Then, choose a restore point (the most recent should work) and say
restore. Your computer will shut down and then a loading bar will pop
up saying "restoring files" "restoring registry" etc. After it is
restarted, if the computer does boot, it might take longer than usual
for the "loading personal settings" stage at login, but that is normal.
