XP Encryption certificate, after reinstallation

after reinstallation i wanted to remove "green" from one of my files and
which is encryption protection, so i first wanted to remove
certificate, then i comprehended that certificate is from an older user
which was prior the reinstallation, so how to remove this certificates
and encryptions when wanting to copy files ?

Ask the older user for the password. Without the password, you cannot
access encrypted files.

That didn't worked, it's an error issue, no place for password input,
it+'s just protected with that older certificate. Maybe somwhere where
certificate entrance is, to change or modify the settings to newer ones.

If this file was protected with the Encrypted File System (EFS), then
your only prospect for accessing the file would be either to restore
the certificate from a backup made before the re-installation, or to
completely restore your system to its original state (ie from an
"image"-type backup) and then logging in as the user who created the
certificate.
