is there any way to write an xml web service with compact framework and c#
on windows ce 6.0 r3

The CF doesn't inherently provide any mechanism for writing an XML web
service, no.

Take a look at RemObjects, you can publish a service over TCP or HTTP. They
are not 'real' webservices, but they can be consumed based on a defined
contract.
