xls Files Problem

I'm unable to open an XLS file. I get a message that says the file does not
have a program associated with it and one needs to be created in the Control
Panel folders. I've gone to the Control Panel >Folder Options >File
Types>New> and created and XLS file extension but I'm still getting the same
message. Can anyone help me? Thanks!

To add to Jupiter's reply . . .

Excel is a separate product and NEVER has been part of Windows. You can
purchase it as part of Microsoft Office or buy Excel separately at any
computer store.

Note: Sometimes computers are sold with Office or parts of it included as
part of a "package" (included in the computer price), but it is actually a
separate product and has to be purchased as such.
