Because all consoles are sold at a loss, with the money being made back
in exclusively-licensed game sales. You can't apply the same economics
to PC hardware.

ATI Radeon X800XT only musters 60 gigaflops.

Ever heard of biased testing for marketing purposes?
It all depends on what you're really comparing and the use
of the system. If you wanted to create a processer that had
very high FLOPs but wasn't intended to actually be used for
such real-world tasks, that'd be possible too.
