wXP 'default' black text

In configuring the display in wXP I changed the background
to dark blue. With white text its very easy on the eyes.
However, when I mouseover or in some help windows I can't
read anything because the text is black.

I don't have anything set to black so I surmise that
windows has a default black text, and it seems that other
non microsoft programs use that 'default'.

My question. How can you change or delete that 'default'
